What does an Ooredoo IP mean in a privacy test?

An Ooredoo address as your visible IP means the connection is routed through Ooredoo's Qatar network rather than a VPN or hosting exit. The ASN on its own does not say whether the line is a home fibre connection, a mobile SIM, or a business circuit, though RIPE's more specific objects do label some ranges as FTTH, ADSL, mobile broadband or leased-line pools, and reverse DNS resolves on parts of the network while most subscriber addresses sampled return nothing. And AS8781 covers Qatar only: Ooredoo Group also runs networks in Algeria, Indonesia, Iraq, Kuwait, the Maldives, Oman, Palestine and Tunisia, each announced separately.

What RIPE records about Ooredoo, and why the netnames still say QTEL

No allowlist or geofeed is published for AS8781, so RIPE's own registry is the source. The aut-num carries the AS name QA-ISP and is held by ORG-QT1-RIPE, registered to Ooredoo Q.S.C. at the company's HQ2 tower on Old Airport Road in Doha; the object dates to 7 July 2002 and was last updated in November 2017. RIPEstat's routing-status figures for the ASN, taken the same day as this page, count 151 IPv4 prefixes covering 667,136 unique addresses; four blocks tie for largest at a /15 apiece - 37.210.0.0/15, 78.100.0.0/15, 176.202.0.0/15 and 178.152.0.0/15, 131,072 addresses each - and the 151 prefixes sum to more than 667,136 only because smaller ones sit inside those /15s.

The five largest blocks announced - those four plus 89.211.0.0/16 - all carry a netname in the pattern QA-QTEL-YYYYMMDD: QTEL for Qatar Telecom, the company's name before its 2013 rebrand to Ooredoo, and the pattern is still on allocations made as recently as April 2015. None of the five carries a geofeed attribute or a geofeed link, so for these blocks a city-level claim against an Ooredoo address is a third party's estimate, not something the registry publishes. PeeringDB's own listing for the network, filed as Ooredoo Qatar under the IRR set AS-QTEL-SET - the QTEL name again - describes a mostly-inbound traffic ratio and a Cable/DSL/ISP profile present at nine exchange points: the shape of a network delivering traffic to subscribers, not one with rented compute for a proxy to run from.

What a match to AS8781 confirms is narrower than it looks. Ooredoo is Qatar's incumbent operator, selling fibre home broadband and mobile service under the one company, and the ASN by itself does not separate a residential line from a mobile SIM or a business circuit. RIPE's more specific objects do carry hints - inetnums inside this space are named for FTTH and ADSL pools, mobile broadband and GPRS pools, BRAS pools and LEASED-LINE ranges, and some are assigned to named businesses and ministries - but those labels cover only part of the announced space, and a lookup that stops at the ASN never sees them. The aut-num's own remark narrows the claim further still: it names AS8781 as the network for the State of Qatar specifically.
