What does a Rostelecom IP mean in a privacy test?
A Rostelecom address as your visible IP means the connection left over a Rostelecom line with nothing tunnelling it. Reading the record any further takes a per-address query rather than an ASN one: this network grew by absorbing regional operators, and its individual blocks are still registered under names other than Rostelecom.
Where to get Rostelecom's address list
Rostelecom publishes no allowlist, so the RIPE database is the source. The aut-num for AS12389 carries the AS name ROSTELECOM-AS and the organisation PJSC Rostelecom, registered at Sinopskaya naberezhnaya in St Petersburg, with the object last changed in August 2026. The per-block records are where this network stops being one company. Query 5.136.0.0 in the RIPE database and the object that comes back is WEBSTREAM, covering 5.136.0.0/17, registered to OJSC Sibirtelecom and described as a Tomsk broadband service - a regional operator's name on space that AS12389 announces today. A filter built by matching the organisation name in a WHOIS record will therefore miss parts of Rostelecom that a filter built on the ASN catches.
Retail line or transit hop
AS12389 does two jobs and an address can belong to either. CAIDA's AS Rank puts it inside the global top twenty by customer cone, reaching several thousand other networks, so Rostelecom addresses appear as hops in traceroutes for traffic that never touched a Russian subscriber line. The same ASN also announces over three thousand IPv4 prefixes of retail access space. Where the address appeared is what separates the two readings: at the end of a path it is a line, in the middle of one it is the backbone.
Reverse DNS is little help here. The consumer addresses checked for this page - 5.136.1.1, 95.188.1.1 and 178.64.1.1 - all returned NXDOMAIN, so unlike BT or Deutsche Telekom there is no hostname to read a city or a line type out of. That leaves the RIPE inetnum as the only finer-grained published source, and as the block above shows, what it returns may be the name of an operator Rostelecom took over rather than Rostelecom itself.
