What does a stc (Saudi Telecom Company) IP mean in a privacy test?
An address on AS25019 puts a session on stc's Saudi Arabia network, not on a VPN exit. It does not cover all of stc, though: the same organisation object also holds AS39891, ALJAWWALSTC-AS, which announces 4,907 IPv4 prefixes to AS25019's 1,532, almost all of them more-specifics carved out of the same allocations, and AS39386, the international gateway. Beyond that, RIPE labels roughly half of stc's allocations by product, STC Residential Fixed Broadband and STC Business Mobile Machine-to-Machine among them, and the other half carry no label at all, so an unlabelled block cannot be read as either a home line or a business circuit.

Individual allocations add one more layer worth checking directly: most netnames follow the pattern SA-STC-YYYYMMDD, and that date is a label rather than a timestamp - 178.86.0.0/15 carries the netname SA-STC-20100114 but its RIPE object was not created until 4 March 2015. Nineteen of the 128 allocations break the pattern outright, among them SAUDINET-STC-IGW, STC_MBB and the seven-digit SA-STC-2008122 on 95.184.0.0/14.
What an AS25019 address does and does not prove
Just under half of stc's allocations carry a descr line stating what the space is used for - 63 of the 128 inetnum objects under ORG-SSTC1-RIPE, covering about 37 percent of the registered address space - and where one exists it is specific: 95.184.0.0/14, 178.86.0.0/15 and 94.48.0.0/15 each carry the descr line STC, Residential Fixed Broadband, 50.60.0.0/15 carries the differently formatted Residential-Fixed-Broadband, and 94.96.0.0/14 is marked STC, Business Mobile Machine-to-Machine - the latter is SIM-based M2M and IoT traffic, not ordinary handset data. About twenty distinct descr strings are in use in all, among them STC, Residential Mobile Broadband, STC, Residential-Fixed-Wireless-Access and Residential-Fixed-Broadband-CGNAT, the last marking space behind carrier-grade NAT. Large blocks such as 176.44.0.0/15, 93.168.0.0/15, 151.254.0.0/15, 188.48.0.0/13 and 37.104.0.0/14 carry no descr at all. A label is useful when it is there; its absence says nothing about whether the connection behind an address is residential, business or mobile.
Two limits are worth stating plainly. AS25019 is not the whole of stc's Saudi network: AS39891, ALJAWWALSTC-AS, sits under the same organisation object and announces more-specifics from inside these very blocks - 1,066 of them inside 95.184.0.0/14, 612 inside 93.168.0.0/15, 395 inside 151.254.0.0/15 - so a lookup on an stc address can return AS39891 rather than AS25019, and neither number on its own separates fixed traffic from mobile. And the registration only covers Saudi Arabia: ORG-SSTC1-RIPE's address is a Riyadh P.O. box and its country field reads SA, while stc in Kuwait and stc in Bahrain are separate operating companies running their own registrations. RIPE's records usually stop at the country, but not always - sixteen inetnums name a city in their descr line, such as STC, Riyadh-Residential-Fixed-Broadband and STC, Jeddah Residential Mobile Broadband, and 151.173.0.0/16 carries a geoloc: attribute pointing at coordinates in Riyadh.
