Liberty Global is the Amsterdam-registered cable group whose European backbone has gone by the name Aorta since its UPC Broadband days. AS6830 is that backbone: a RIPE aut-num created on 19 July 2002, as-name LibertyGlobal, held by Liberty Global Europe Holding B.V., whose own registry description lists ISP services in Austria, Belgium, Switzerland, Germany, France, Ireland, Italy, the Netherlands, the United Kingdom, the United States and the Slovak Republic. The number is shared across those markets, and the registry record says so on its face.

What does a Liberty Global IP mean in a privacy test?

An address announced by AS6830 is usually a residential cable line, but the ASN on its own will not tell you which country that line is in. The blocks resolve to different national brands: 94.170.10.20 answers as 94-170-10-20.cable.dynamic.v4.ziggo.nl in the Netherlands, 89.100.10.20 as 089-100-010020.customer.vmie.ie in Ireland, 213.46.10.20 as d10020.upc-d.chello.nl. A geolocation service that stops at the aut-num sees a Dutch holding company at Hildegard von Bingenstraat 28 in Amsterdam, which is how an Irish household ends up placed there. Read the reverse name and the most specific inetnum before drawing any conclusion about location. Transit is a separate question: the peering record names Sunrise, Virgin Media O2, Telenet, VodafoneZiggo and Columbus as large networks sitting behind AS6830, and each of those announces its own number.

Where AS6830 states its routing, and what it omits

Liberty Global publishes routing intent rather than geography. The IRR macro is AS6830:AS-AORTA, and the aut-num's own export line reads to AS-ANY announce AS6830:AS-AORTA, so that macro is the authoritative statement of what the backbone will originate or carry. Route objects sit in the RIPE database under AS6830-MNT, and their descriptions are period pieces rather than places - the ones covering 213.46.0.0/16 read Chello Broadband - Amsterdam and UPC Broadband. The PeeringDB record adds two operational rules worth knowing: the policy is restrictive and requests are evaluated once a month, and because AS6830 takes no upstream, peers are asked to filter out every route carrying AS6830 in the AS path that arrives from anywhere else. The looking glass at lg.aorta.net answers bgp, ping and traceroute from routers named for the colocation site they sit in - at-vie05e is Interxion VIE2 in Vienna - across Vienna, Geneva, Frankfurt, Paris, Dublin, Milan, Amsterdam, Schiphol-Rijk, Bratislava, London and five US cities.

What is missing is a geofeed. None of the Liberty Global inetnums checked carries one, so there is no RFC 8805 file placing a block in a city, and the allocation hierarchy has to do that work instead. The covering allocation is the group's - 78.103.0.0/16 is netname NL-LIBERTYGLOBAL-20070604, status ALLOCATED PA, country NL, under Liberty Global Europe Holding B.V. - while the objects beneath it belong to the operating company: 94.170.0.0/16 is status LIR-PARTITIONED PA, netname Ziggo-NL, descr LG loan for HZN, and 89.100.0.0 to 89.100.27.255 is ASSIGNED PA, netname VM-IE, described as Residential DHCP with country IE. Query the most specific object; the allocation above it will answer NL wherever the subscriber actually is.

Group backbone, national operator, subscriber

Three layers show up in the records and they belong to three different parties. The ASN and the route objects are the group's, maintained by AS6830-MNT with peering and escalation pointed at aorta.net and libertyglobal.com. The inetnum underneath is the national operator's, and it is described differently depending on the market: 94.170.0.0/16 and 213.46.0.0/16 both carry org ORG-CB6-RIPE, which is Ziggo Services B.V. of Utrecht, while the Virgin Media Ireland assignment carries no org attribute at all and identifies itself only through its descr and the maintainer VM-IE-MNT. The subscriber is the layer the registry never names, and the reverse hostname is where you see it: Ziggo pools carry the word dynamic in the name itself, as in 94-170-10-20.cable.dynamic.v4.ziggo.nl, while the older chello form d10020.upc-d.chello.nl encodes nothing but a host number.

The practical consequence is that AS6830 in a traceroute and AS6830 as the origin of your own address are different findings. As transit it turns up mid-path towards Sunrise, Virgin Media O2, Telenet, VodafoneZiggo and Columbus, all of which announce their own ASNs; as an origin it is a cable pool Liberty Global announces directly. Decide which by reading the origin AS on the covering route object rather than any ASN in the path. And because the Irish assignment describes its pool as Residential DHCP, the same address on two different days is weak evidence that it was the same household.
