What does a Deutsche Telekom IP mean in a privacy test?
A Deutsche Telekom address as your visible IP means the connection left over the German line itself with nothing tunnelling it. It is a short-lived address by design: research published by the RIPE NCC found DTAG among the operators that renumber customers on a fixed 24-hour cycle, so the address a site saw yesterday is usually not the one it sees today.
Where to get Deutsche Telekom's address list
No allowlist exists for this network - a consumer carrier has no reason to publish one - so the RIPE database is the source. The aut-num object for AS3320 carries the AS name DTAG and the organisation Deutsche Telekom AG, and the prefixes above are the largest currently announced under it. The AS3320 page carries the registry record with the routing detail.
The inetnum objects underneath say more than the aut-num does. The block containing 91.0.0.0 is registered as DTAG-DIAL22, covering 91.0.0.0 to 91.23.255.255 - an explicitly named dial-in pool rather than an unlabelled allocation - and the other consumer aggregates at 79.192.0.0/10, 93.192.0.0/10, 87.128.0.0/10 and 84.128.0.0/10 sit in the same shape. Querying a specific address in the RIPE database therefore tells you which pool it came out of, which is a level of detail most carriers never put in the registry at all.
What a t-ipconnect.de hostname encodes
Deutsche Telekom names broadband addresses by writing the address into the hostname in hexadecimal. 91.0.0.1 answers as p5b000001.dip0.t-ipconnect.de: 91 is 0x5b, the remaining three octets are 00, 00 and 01, and the leading p with the dip0 label marks it as a dynamic IP pool entry. A hostname in that zone is self-checking - decode the hex and the address comes back - and it identifies the far end as a consumer line rather than a hosted machine.
What it cannot do is identify a subscriber over time. The RIPE NCC's own research into why dynamic addresses change found that around twenty ISPs worldwide renumber customers on a fixed cycle, most of them in central Europe, and named Deutsche Telekom as one that does so every 24 hours. Two visits a day apart from the same household will usually show two different DTAG addresses, and the address seen this morning will belong to somebody else by tomorrow.
